I have no idea when, but it's usually Ongaku Society that hosts cosplays that focus on Jrock. However, there are multiple conventions that also host open category cosplays, so you might be lucky to spot someone cosplaying someone from Dir En Grey, X-Japan, Malice Mizer, L'arc~en~Ciel (but they're not Visual Kei so you can't really recognize them easily XD)... there.
