divisoria... upholstery suppy shops or sa bilihan ng tela.... those things you are describing are shoe covers... usually... you can just ask upholsterer to make them for you.^_^

Platform Gogo boots can be found in Divisoria, if not, there are several online stores that carries them. I usually buy mine via Hot Topic stores in the US, or I order them online. Last resorts are always making boot covers. I have boot cover tutorials on my site if anyone needs it.
